that he had telegraphed to the Minister at Peking
that the presence of one or more large ships at
Shanghai, not for landing purposes, would tend to
keep peace, but that occupation of Shanghai by
military forces at the moment would be likely to
do more harm than good.

On receipt of your telegram of
November 11th. informing me that the War office had
instructed the General Officer Commanding not to
despatch troops without express orders from the
Army Council, I immediately communicated the
telegram to the General, who had received a similar
telegram from the War office.
